What's on this test

A ratio compares two parts; a percent compares a part to a hundred. Once that is said plainly, simplifying 8:12 to 2:3 and turning 0.53 into 53% stop being separate procedures — both are asking what the relationship is, independent of the size of the numbers carrying it.

How the paper is put together

The word problems are where the two meet and where the reliable error lives: three parts to two parts is five parts in total, not three-fifths against two-fifths of something else. A child who divides by the wrong total gets an answer that looks plausible and is wrong by exactly that misreading.
