Ignore the points, multiply as though everything were whole, then count the decimal places in the question and give the answer the same number. 3.06 × 0.51 has four places between them, so the answer has four: 1.5606. Counting rather than guessing is what makes this reliable, and it works every time.
Why this sheet works
The result of multiplying by a number below one is smaller than what you started with, and that surprises children who have spent five years watching multiplication make things bigger. It is worth naming out loud — half of eight is four, and 0.5 × 8 is the same sentence.
