Mode is about frequency, not size, and that is the idea to say out loud: the largest number is rarely the mode, and the mode is rarely the largest number. A child counts how many times each value appears and names the one that appears most, which is why it is the first average a young student can do with no arithmetic at all.
Every set here has exactly one mode. Two values tied for most-frequent is a real distribution with a real name, but it cannot be marked in a single blank — the child writes one, the key holds the other — so each row repeats one value and every other value appears once. It is also the only average that works on things that are not numbers, like the most common color or shape.
