What's on this test
Second grade is the year the written method arrives, and the method is only tested by questions that need it. So both arithmetic sections here are set to regroup on every single question: no easy pair can be drawn, and a child who has learned to add place by place without ever carrying will not get through section 1 on luck.
How the paper is put together
Place value is the third section because it is what the carrying rests on. A child who can borrow correctly but cannot say what the 4 in 342 is worth has a procedure without the idea underneath it, and that gap does not show up until three-digit numbers arrive next year. Two sections of doing and one of explaining is the shape that catches it.
