The child writes the greater-than, equals, or less-than sign between two decimals. Pairs run to thousandths and often differ in length (0.7 and 0.65), and some are equal written two ways (0.5 = 0.50) — exactly the trailing-zero idea the skill is really about. Comparison is done by place value, never by counting digits.
