A percent is a probability out of a hundred, so predicting a count from it is the same move as from a fraction with the whole named for you: 30% is 30 in every 100, and 30% of 200 is two hundred split into 100s with 30 taken from each — 60. Meeting the idea as a percent and as a fraction is the point; 3/10 and 30% are one rate said two ways, and a child should be fluent turning either into a count.
Why this sheet works
Every trial count is chosen so the answer is whole — no sheet asks for 62.5 of anything — so this, like its fraction twin, is a probability skill that marks on screen as well as on paper. The reliable way in is to turn the percent into “so many per hundred” before multiplying, rather than reaching for a decimal a seventh-grader may still be shaky on.

84% is 84 out of every 100, which is 21 out of every 25 after dividing both by 4. So split the 50 into groups of 25: 50 ÷ 25 = 2.
Each group of 25 gives 21 of them, and there are 2 groups: 21 × 2 = 42.
