About this sheet
The numbers are written in order and without a break, which is the whole point: counting to twenty is a sequence, and a sheet that gives each number its own labelled row shows twenty separate shapes rather than one count. Here the eye runs along the line the way the voice runs along the count.
Why it is drawn this way
The cells are not all the same width, because "1" and "10" are not the same width. Every numeral is drawn at the same writing height and given the room its own shape needs, so a row holds as many as it holds and the right edge of the page is where the line stops. Forcing a fixed number of cells per row would shrink every single digit to fit the widest two-digit one.
