There are four sheets here because a × 10ⁿ has three places a question can leave blank, and each one is a different piece of understanding. Writing 3.5 × 10⁴ in standard form is one skill; being handed 35000 and asked for the power is another; being asked for the coefficient is a third. A child who writes 35 × 10³ has the exponent right and the coefficient wrong, and asking for one part at a time is what makes that visible.
Negative powers get their own sheet, because 3.5 × 10⁻⁴ is not a negative number and that is the misreading this standard collects. A child who thinks the minus belongs to the value writes −35000 — wrong sign and wrong size. Mixed in among positive powers the confusion shows up in one question of ten; a sheet of them surfaces it.
