A liter is a thousand milliliters, so capacity converts exactly as mass does: 2 L is 2000 mL, 1500 mL is 1.5 L. To a smaller unit multiply, to a larger unit divide, with the amounts kept whole or half so a child spends the effort on the direction, not the arithmetic.
Both directions appear on every page so neither operation becomes automatic, and each question is a single step. The sizes are ones a child can picture — a small carton, a large bottle — which is what makes the estimate at the end a real check rather than a formality.
