What's on this sheet

The rule is to move the decimal point two places to the left, because percent means hundredths: 45% is 45 hundredths, which is 0.45. Saying why rather than only how is what keeps a child from moving it the wrong way — the number gets smaller, because a part of a hundred is less than a whole one.

Why this sheet works

Whole-percent, tens, and single-digit percents all appear, and the ones that catch people out are drawn in on purpose. 5% is 0.05, not 0.5 — the missing tens place has to be filled with a zero — and 100% is exactly 1. A page of only two-digit percents would hide both, so the sheet spreads across the cases where the zero-holding actually matters.
