The move is fraction, then hundredths. "18 out of 24" is the fraction 18/24; turning that into a percent is scaling it to a denominator of 100, which is 18 ÷ 24 × 100 = 75%. Saying "percent means out of a hundred" is what turns a fraction a child already understands into the percent the question wants.
It is the inverse of percent-of-a-number, and meeting the two near each other is the point: one starts with the percent and finds the part, this one starts with the part and finds the percent. A child who only ever does the forward direction can be stumped by a test score written as 18 out of 24, which is the same question in the wild.
