A HUNDRED IS NOT THE END OF THE CHART, and grade one’s own standard says so — 1.NBT.A.1 asks a child to count to 120, not to 100. The two extra rows cost nothing to print and they are where the counting stops being recitation: 109, 110, 111 has to be worked out the first few times.
Ten columns is the whole lesson, the same as on the hundreds chart. One step right is one more and one step down is ten more, so a blank can be reached from either direction — and crossing from 100 to 101 keeps both of those true, which is the thing the last two rows demonstrate.
