Across changes x and up changes y, separately and independently. That is genuinely all of it, and it makes translation the right place to start with transformations: a child can get every question right by counting squares, and while they are counting they are building the habit of reading a coordinate pair as two separate instructions.
The signs are what turn it from counting into arithmetic. Left is a negative move in x and down is a negative move in y, so a point at (2, 5) moved three left and four down lands at (−1, 1). Counting on the grid and calculating should agree, and doing both is how a child learns to trust the calculation.
