A simple way through comparing numbers
Children can usually say which pile is bigger long before they can write the sign for it. The language comes first — "twelve is more than eight" — and the symbols are a shorthand laid over language a child already owns. That is why the sheets here ask a child to read each finished statement aloud, and why the answer key is there to check the symbol, not the thinking.
Why this order works
The generator deliberately keeps pairs close together. Comparing 5 and 19 can be done at a glance without thinking about quantity at all; comparing 12 and 13 cannot. Close pairs force a child to reason about position in the number sequence, which is what comparing is actually for.
