A simple way through roman numerals
The system uses five letters — I, V, X, L, C — and two rules. Letters written from large to small add together, so LXVI is 50 + 10 + 5 + 1 = 66. A smaller letter placed before a larger one subtracts, so IX is one less than ten (9) and XL is ten less than fifty (40). Those two moves cover every numeral up to 100, which is why the range stops there: short enough to reason through, not memorize.
Why this order works
Practicing both directions is what builds fluency. Writing a number as a numeral makes a child assemble it from the largest value down; reading a numeral back to a number makes them break it into chunks. A child who can do both comfortably will never be stumped by a clock face or a chapter heading again.
