What's on this chart
Most times tables end at twelve, and for most of primary school that is the right place to end. This one is for after that: a child multiplying two-digit numbers, simplifying a fraction with 16 on the bottom, or checking 17 × 6 in the middle of a long multiplication has left the twelve-column chart behind, and going back to it means working the fact out again every time.
Why this chart helps
The extra eight rows are not eight more tables to learn. Nobody memorizes the seventeens, and this chart is not asking them to — it is a lookup, the way a dictionary is a lookup, and its job is to keep a child's attention on the question they were actually answering. The square numbers stay marked down the diagonal, which is the landmark that makes a grid this big navigable at all.
